Who We Are

Grant Management, LLC was formed in 2010. Our company is responsible for the complete administration of grant projects, from start-up through close-out, meeting all reporting requirements, and ensuring client’s compliance with all grant related rules, regulations, and procedures. We have established excellent working relationships with government officials, federal and state funding agency staff, project engineers, environmental consultants and contractors. Grant Management is certified as a woman-owned business in the State of Alabama (Certificate No. WBE-1122323-152-RZ).

The company’s current client base includes over 30 government agencies and utility authorities in Alabama. Grants include funding for public water and sewer systems, road and drainage improvements, economic development projects, public buildings, parks, sidewalks, support for first responders, energy efficiency upgrades, hazard mitigation projects, environmental projects, planning projects and others.

Grant Management, LLC regularly secures and administers grants from the following State and Federal Agencies: US Department of Housing and Urban Development (HUD), US Department ofHomeland Security (DHS) Federal Emergency Management Agency (FEMA), US Department of Agriculture (USDA), US Department of Commerce Economic Development Administration (EDA), US Department of Transportation, US Environmental Protection Agency (EPA), US Department of Treasury and Federal RESTORE Council, Alabama Department of Economic and Community Affairs (ADECA), Alabama Department of Conservation and Natural Resources (ADCNR), Alabama Department of Transportation (ALDOT), and others.

Our Team

Co-Owners Stacy McKean and Cara Stallman collectively possess over 50 years of extensive experience in securing and managing grant funded projects. The company has fully equipped and staffed offices located in Baldwin County, Alabama, set up to provide all resources necessary to administer grant projects in the most efficient manner possible. Services include the identification of funding sources, grant application preparation and submission, assisting with state and federal grant related processes, meeting with funders and attending grant related meetings, and the complete management of projects once funded. The company has an established reputation for winning the most competitive grants for our clients, managing multi-million dollar complex projects, and completing projects with no disallowed costs, time delays or audit findings.

Meet Stacy McKean

Stacy obtained her Bachelor’s and Master’s Degrees from the University of Alabama. For the first 10 years of her career, she served as the Director of various non-profit organizations (Turning Point, Tuscaloosa, AL, Hands on Atlanta-Inner-City Schools Programs, Atlanta, GA, and Big Brothers Big Sisters, Mobile, AL). During this time, she developed skills as a grant writer and manager of the various grants that provided the majority of funding for these agencies. Stacy started working as a full-time Grant Administrator in 2004 for the Baldwin County Commission where she was responsible for the development of all grant proposals, and implementation and oversight of grant funded projects for the various county departments. Following her employment as a County Grants Administrator, she worked for a private grant management firm in Mobile, AL where she secured federal and state grants and managed projects for local governments and utility authorities throughout the state. Since 2010, Stacy has served as a Co-Owner/Grant Administrator for Grant Management, LLC. During this time, the company has secured and managed more than $200 million in grant funds for over 60 cities, counties and utility authorities.

Meet Cara Stallman

Originally from the Hudson Valley in New York State, Cara landed in coastal Alabama after graduate school. After starting her career in working for the Baldwin County Commission and the Alabama Department of Conservation and Natural Resources, Cara left the public sector in 2010 to establish a woman-owned consulting business to secure and manage grant-funded infrastructure projects for towns, cities, counties and water and sewer authorities in Alabama. She graduated with a BS from the Evergreen State College in Olympia, Washington in 1994 and obtained her MS from the University of Florida in 2000. She has developed a deep connection with rural Alabama and enjoys learning about its rich natural and cultural diversity. She served on the Baldwin County Planning Commission from 2006-2012 and is passionate about the role local government can play in community development. Since 2010, Cara has served as a Co-Owner/Grant Administrator for Grant Management, LLC. During this time, the company has secured and managed more than $200 million in grant funds for over 60 cities, counties and utility authorities.

Financial Manager

Meet Locke Williams

Mr. Williams obtained a Bachelor’s Degree in Business Administration & Accounting from the University of Alabama. He served as a State Examiner and District Supervisor for the Alabama Department of Examiners of Public Accounts for 15 years.  This state agency is responsible for auditing the books, accounts, and records of all State and County offices, officers, bureaus, boards, commissions, and agencies to report on expenditures, contracts, or other audit findings found to be in violation of law.  He left the Department of Examiners to become the Clerk/Treasurer for the Baldwin County Commission where he served for 10 years. He was responsible for the overall financial services of the Baldwin County Government, including receipt and recording of various revenues, accounts payable vendor payments, grant administration, budget preparation and implementation, and financial reporting internally and externally. In 2012, he retired from government and began working for Grant Management, LLC as the Chief Financial Officer.  Since then, he has managed the Company’s finances, as well as finances and audit procedures for the various grant projects.
